Ministry Prepares to Delegate Land Administration Services to Local Levels; Requests Letters of Interest

KATHMANDU, April 28, 2026

In a move to decentralize land administration, the Ministry of Land Management is laying the groundwork to provide land revenue, land reform, and survey services through local government bodies. The Ministry has issued a circular requesting local levels to confirm their interest and readiness to manage the necessary personnel and infrastructure.


Following the Ministry's directive on April 23, local units have begun responding. Bharatpur Metropolitan City in Chitwan submitted its letter of interest on April 27. According to Rajendra Prasad Gautam, information officer at the ministry, collecting this data will ensure an immediate rollout of services once the necessary legal frameworks are finalized.


However, the legal amendment required for this transition is still in the drafting phase. Until the law is enacted, the future status of existing land revenue and survey offices remains undecided, though informal discussions are underway regarding their potential merger. Officer Gautam emphasized that gathering data before the law is passed will prevent delays in implementation once the legal hurdles are cleared.
