The Nepal Communist Party (NCP) has expressed serious objections to the government’s recent decision to suspend parliamentary proceedings and issue ordinances. The party's protest follows the Cabinet's decision on Monday to recommend two ordinances - related to constitutional and cooperative matters-to the president.
During a meeting of the NCP Coordination Committee, party leaders stated that bypassing the legislature to rule by ordinance undermines parliamentary democracy. "Governing through ordinances while the parliamentary session is suspended is a regressive step that mocks the democratic process," the party noted in its official statement.
The NCP has demanded an immediate convening of the parliament to ensure that vital bills, such as the Education Act and the Civil Service Act, are discussed and enacted with input from relevant stakeholders. The party cautioned that such unilateral actions erode the sovereignty of the parliament and foster authoritarian tendencies. NCP leaders reiterated that the executive branch must prioritize parliamentary debate over short-circuiting the law-making process via ordinances.
